De Soto council approves sidewalk, inspection, trail and culvert contracts and advances sewer acquisition steps

Sidewalk Curb Replacement: Staff recommended awarding the 2026 sidewalk curb replacement contract to Mac & Andy Freeman Construction (lowest responsive bidder) for $159,990.80 to replace curbs in Timber Trails (84th Court) and on High Street north of 83rd. The council moved, seconded and approved the contract by roll-call vote.
Third-party plan review (IBTS): The council approved an agreement with the Institute for Building Technology and Safety (IBTS) to provide third-party plan review and inspection services for the Mount Sunflower Properties project; the contract specifies developer reimbursement of those services. The motion was amended to have the mayor sign the agreement, and the council approved it by roll call.
KDOT trail grant support (Resolution 2095): Staff presented Resolution 2095 to support a KDOT Transportation Alternatives grant application for a roughly 0.5-mile, 10-foot-wide shared-use trail on Sunflower Road (87th to 91st). The project estimate is $400,000 with an 80/20 cost share; the city's share would be about $80,000 if funded. Council approved Resolution 2095 by roll call.
Milburn Engineering contract: The council approved a professional-services contract with Milburn Engineering for design work on the 89th Street culvert replacement in the amount of $162,500. Johnson County will fund 50% of design and construction through its stormwater program; a developer agreement will cover another portion where applicable.
Property-acquisition steps for sewer main (Resolution 2096): Facing several properties that require easements, the council approved Resolution 2096 authorizing survey work as the first step in the property-acquisition process. Staff said 12 of 15 required easements have been secured and ongoing negotiations continue for the remaining properties.
