The Police Chief (unnamed in the minutes) presented the request; Heather Frahm moved to appropriate up to $8,000 from the opioid settlement funds for the pilot and Doug Johnston seconded. The motion passed unanimously, 5‑0. The program will be evaluated by the Prison Research & Innovation Network and could be recommended for replication if outcomes are positive.
