Selectboard hears building safety, intersection light and budget updates; manager cites reappraisal and Quechee Road planning

The Selectboard received several informational updates July 21 from town staff covering building safety, infrastructure proposals, and fiscal monitoring.
Town Manager John Broker Campbell reported the Division of Fire Safety returned recommendations for the Four Corners building including items such as adding GFCI outlets; the radon test returned clear, and a home inspector made roof recommendations. Lead and asbestos testing results are still pending and staff will report back when complete.
On the Three Corners intersection lighting project, John said the town has two quotes and has consulted a designer and an electrical contractor; the recommendation is to select fixtures with stronger battery capacity. The board is awaiting photos of proposed fixtures before finalizing the purchase; one quote was slightly above the monies allocated and the other slightly below.
Martin Dole provided an FY25 budget update covering revenues, HS122 penalties, tax delinquency, the Recreation Department, Highway Fund balances, grant activity and FEMA funds. Board members asked follow-up questions about revenues and timing of grant receipts that informed later action on the tax rate.
John also reported Old Homes Day went well, annual staff reviews are nearly complete, and auditors finished the first leg of the annual audit and will return in a few weeks for final work with a report expected in early September. He reminded the board the $6.4 million Quechee Road project remains on the books but said there may be opportunities to complete short- and long‑term work without a bond. He presented a proposed reappraisal contract from NEMRC to be carried out 2028–2030.
No formal decisions were taken on the Four Corners or Three Corners items during the meeting; the board placed North Hartland covered bridges, Cemetery Committee matters, Private Road Policy, Quechee Road and Lull Farm Lane on future agendas.
