The Springfield Selectboard voted unanimously June 22 to award the Springfield Reservoir dam removal contract to Crown Point Excavation LLC and to authorize expenditure of up to $84,083 as the town’s non‑federal share.
Town Manager Scott Pickup told the Board the originally awarded contractor withdrew in May and the next lowest bidder, Crown Point, agreed to a contract price of $729,335. “This amount is still within the HMGP award (federal share $756,747 Town share $84,083),” Pickup said, referring to the Hazard Mitigation Grant Program funding for the project.
Heather Frahm moved to approve Crown Point Excavating’s bid and to authorize the expenditure; Michael Schmitt seconded. The motion passed 5‑0.
The Manager said the federal HMGP award will cover the majority of the project cost and identified the Town’s non‑federal obligation as $84,083, which the Board authorized. Pickup also reported that the original contractor notified the Town and MARC that it would not complete the agreement and withdrew in May, prompting the award to the next lowest bidder.
Board members did not request additional deliberation before approving the contract award. The Town will proceed with contract execution and project administration consistent with HMGP requirements and any remaining municipal responsibilities.
Next steps: staff will finalize the contract with Crown Point Excavation and coordinate with the HMGP grant administrator on federal compliance and project oversight.
