North Fond du Lac trustees approve $99,000 in ARPA spending, adopt traffic and parking ordinance

Village President Mike Streetar called the Village of North Fond du Lac Board of Trustees to order at 6:00 p.m. on Dec. 16, 2024. The board approved two allocations of American Rescue Plan Act (ARPA) funds and adopted an ordinance updating local through-street, stop sign, yield intersection and parking-prohibition rules.
The board voted to authorize up to $77,000 in ARPA funds for a video surveillance system at village facilities and parks under Resolution 19-2024 (motion by Trustee Chuck Hornung; second by Trustee John Duffy). The motion was recorded as approved with five ayes. The board separately approved Resolution 20-2024 to designate up to $22,000 in ARPA funds to purchase additional chairs, chair racking, mobile shelving and a new circulation desk for Spillman Library (motion by Trustee John Duffy; second by Trustee Mike Will). That motion also passed with five ayes.
On ordinance business, the board considered Ordinance 2024-09, a second-reading ordinance revising sections 16.04 (Through Streets Designated), 16.05 (Stop Sign Locations Designated), 16.07 (Yield Intersections Designated), and 16.09(3) (Parking Regulations - Parking Prohibited). Trustee John Duffy moved to approve and Trustee Mike Will seconded; a roll-call vote recorded Duffy, Hornung, Streetar, Price and Will voting "yes," and the motion carried.
During administrative reports the board discussed potential uses of State and Local Fiscal Recovery Funds (SLFRF). Administrator Nick Leonard and department heads provided weekly summaries and staff updates; the board asked staff to continue researching the Spillman Library circulation desk project and funding options for Prospect Avenue improvements.
The meeting began with a brief announcement recognizing Trustee Ann Price for 6.5 years of service to the board; President Streetar and other members thanked her as she departs after moving out of the village. The consent agenda, which included approval of the Dec. 2, 2024 minutes and authorization of invoices, was approved on a motion by Trustee Mike Will, seconded by Trustee Ann Price (5 ayes).
A motion to adjourn into closed session was made by Trustee Ann Price and seconded by Trustee John Duffy at approximately 6:29 p.m.; that motion passed with five ayes. The minutes were signed by Village President Mike Streetar and Administrator Nick Leonard.
