Council delays several administrative contracts and appointments; approves Valley Springs PUD map change

At the agenda-review meeting the Spokane City Council cleared a mix of routine and contentious administrative items.
A motion to adopt the Wilkerson amendment to ordinance C36902 (a map substitution for the Valley Springs PUD) passed by voice vote (recorded in the proceedings as 7'—0). Council then voted to defer two park-board appointments (Dean Davis and Gregory Gordon) for one week so members could review district balance concerns.
Council also deferred three ICM public-engagement contract retainer items (OPR 0559, 0560, 0561) to Aug. 19 after members expressed concern about the open-ended $300,000-plus authorization and asked staff for a list of likely capital projects the consultants might serve. Kevin Picasso (ICM) said the city generally pursues in-house engagement first, taps consultants when specialized capacity or niche expertise is needed, and does not expect to spend the full retainer amount.
The council likewise deferred OPR 2026-0630 (PSAP/911 workstations) to next week's final agenda because the contract paperwork was still pending.
Separately, administration asked that the boiler-inspection ordinance (ORD C36894) be deferred indefinitely while the city continues bargaining with Local 270; council approved that indefinite deferral.
What's next: staff will return the deferred items with corrected paperwork or supplemental information on the dates announced.
