State Rep. Matt Birong updates Panton on accountability bill, FEMA funding changes and manufactured housing

Representative Matt Birong addressed the Panton Town Meeting early in the evening, introducing himself as a fourth-term state representative and the chair of the Government Operations & Military Affairs Committee. He told attendees that the legislature recently held an election for Adjutant General and "They elected General Hank Carter as the new Adjutant General." (Birong).

Birong described a government-accountability bill developed over the last two years "to create a panel of legislators to work to regularly review legislation on the progress and effectiveness of laws passed," a collaborative effort with the administration and the state auditor’s office. He said another measure concerns Emergency Management and Disaster Relief funding, noting recent changes so that FEMA will provide money to the state for distribution, including funding for training and specialty equipment. Birong also said the legislature is working on a manufactured-housing bill intended to make those homes more attractive to lenders and to enable more reasonable interest rates for buyers.

After his presentation Birong opened the floor for questions. Ed Brennan asked about the state of education funding; Birong responded that the Education Committee must determine how many districts to support before work can move forward and said that a decision "may be in the next month." Kathy Kennett asked how the funding will affect voters; Birong said the legislature needs to set a per-pupil amount and that local spending would be on top of that. Eileen Brennan raised water-quality concerns that she said were discussed last year but have seen "no movement;" Birong said water quality will be a major budget conversation at the state level.
