Sacramento Flood Control Agency executive director reports bond refunding, seeks funding for Herndon Thomas project; no votes taken

The Sacramento Flood Control Agency met July 16, 2026, but did not have a quorum and therefore took no formal actions. Executive Director Jason Campbell delivered an informational report saying the agency is tracking federal appropriations and moving forward on construction and financing work.

Campbell told the board that federal programs typically cover about 65% of project costs while local partners cover the remainder, and he described local cost-share figures as "typically 10 and 0.5 percent." He said congressional appropriations were still being worked on by members of Congress and that the agency "really do[es] need the core to have that $108,000,000 for the Herndon Thomas project," naming that project as a current funding priority.

Campbell also reviewed recent bond-refunding activity for two assessment districts, reporting a refunding result he described as "10.811% savings on the refunding portion," and saying those savings generated additional cash to move project funds forward. He thanked agency staff, underwriters, consultants and bond counsel for their work on the refundings.

Campbell characterized construction activity as ramping up for the season and said the agency is focusing on reaching higher levels of urban flood protection in Natomas. He closed by noting the refunding proceeds would be applied to project funds and cost shares to keep scheduled work moving.

Because the board lacked a quorum, members did not vote on policy or appropriations at the meeting. Chair Kennedy said the board plans to meet next on Aug. 20 in a session that will include a closed session.
