Leighton Linning, appearing remotely, told the committee he was born and raised in Ammon, Idaho, worked for several years as a touring musician, later attended law school and now serves as a county prosecutor in Bonneville County. “My name is Leighton Linning,” he said, adding that his goals on the commission would be to “be fair and impartial and move things quickly.” Chair told Linning the committee will take up his appointment at its next meeting, likely on Friday.
The committee also heard from Brian Scigliano, who described nearly 20 years serving on the Commission on Human Rights and said the commission is addressing a recent backlog. “We have 80 cases this month to read,” Scigliano said. He estimated that about “6 to 9%” of intakes result in a probable-cause finding and stressed the value of giving complainants an opportunity to be heard even when cases do not result in cause findings.
Separately, the committee approved motions to send the gubernatorial appointments of Megan Rock to the Commission on Human Rights and Salvador (transcript alternately spells the last name as “Crews” and “Cruz”) to the Senate floor with recommendations for confirmation. Senator Anthony moved to send the appointment of Megan Rock to the floor “with a recommendation that she be confirmed,” and the motion was seconded and carried by voice vote. Senator Harris moved to send the appointment of Salvador to the floor with a similar recommendation; that motion was also carried by voice vote.
None of those committee floor referrals recorded a roll-call tally in the transcript; the chair called for those in favor to say “aye,” and the motions were announced as carried.
