The committee voted to report HR 9326, the USA Act, which directs federal coordination to increase U.S. participation and leadership in international technical standards development, particularly for emerging technologies such as artificial intelligence.
Rep. Webster, sponsor of the ANS, said the bill "strengthen[s] U.S. leadership by advancing a private sector-led voluntary consensus technical standards process" and establishes a pilot program to encourage standards meetings in the United States. Supporters argued the bill will help ensure the United States shapes technical rules rather than ceding influence.
An amendment offered in the record by the representative identified as 'Fauci' (North Carolina) was adopted to ensure procedures are in place to safeguard sensitive information and to prevent inadvertent publication of controlled unclassified information while preserving appropriate information sharing. Rep. Bonamici secured additional amendments to increase participation by academia, nonprofits and smaller U.S. stakeholders, and to allow cost-sharing and travel support for hosts of U.S.-based standards meetings.
The committee ordered HR 9326 favorably reported to the House by voice vote; the transcript records the ayes have it but provides no roll-call count.
Next steps: HR 9326, as amended, will proceed to the House for further consideration and possible appropriation or implementation guidance.
