CROG panel approves nine TIP amendments, OKs $1.2 million boost for Windsor Locks downtown project

The CROG Transportation Committee, acting as the policy board, approved nine amendments to the regional Transportation Improvement Program on July 20, 2026, and also authorized a funding increase for Windsor Locks’ Downtown Route 159 Complete Streets project.
Staff presented the package of TIP amendments and said they had reviewed funding sources and amounts. Kara, filling in for the program manager, described a mix of statewide signage work, a drainage improvement in Weathersfield and carryover-driven transit increases for the Wyndham Region Transit District.
"Staff has reviewed all of the TIP amendments, found their funding sources and amounts to be as we would expect," Kara said, and recommended approval.
The committee moved and seconded to approve the nine amendments; the chair called the vote and declared the motion passed unanimously.
The meeting then considered a requested scope modification and $1,200,000 funding increase from Windsor Locks to advance the Downtown Complete Streets project, which would raise the CROG share from $5.3 million to $6.5 million. Staff said the town originally received a $3.55 million commitment in 2018, later increased to $5.3 million in 2021 under a cap, and that the current request falls within the program’s 30% threshold but required committee approval because of the earlier cap.
"Staff recommends approval of an additional $1,200,000 of lapse funding for the Windsor Locks Downtown Complete Streets projects, increasing funding from $5,300,000 to $6,500,000," Stephanie told the committee, noting the largest cost drivers were pavement milling and asphalt work, additional drainage, granite curbing, ornamental lighting and additional rapid rectangular flashing beacons.
A member moved the Windsor Locks request and another member seconded; the chair called for the vote and said the committee approved the increase unanimously.
What’s next: The approvals allow the listed projects to advance under the amended TIP; Windsor Locks will proceed with the revised scope and funding. The committee will incorporate the amendments into its records and staff will continue monitoring implementation and closeout milestones.
