Kearney approves retail site plan, subdivisions, park improvements, parking restriction and detainee housing agreement

At its Feb. 17 meeting the Board of Aldermen approved a range of development, park and public-safety items.
Community Development Director David Pavlich presented and the board approved a site plan for a 2,500-square-foot Chipotle at the Shoppes at Kearney (Ordinance No. 1666-2026); Pavlich said the developer and staff recommended removal of seven or eight parking spaces adjacent to overflow parking south of the drive-through lane. The board also approved a final plat for Innovation 5th Plat adding three additional lots (Ordinance No. 1667-2026).
Hall Park improvements were approved following Planning and Zoning recommendation; Parks Director Eric Marshall said the project is about to be put out to bid (Ordinance No. 1669-2026). The board adopted a parking restriction (Ordinance No. 1668-2026) designating the north side of Evening Star Drive as no-parking after a petition signed by 22 of 29 property owners (76%) and with Fire Marshal support.
On intergovernmental matters the board approved an agreement to house detainees at the Clay County Sheriff’s Office in Liberty (Ordinance No. 1673-2026) presented by Police Chief Mark Thomas.
Separately, the board approved event-related contracts and vendor agreements for the June Cleats and Beats watch party, including a vendor agreement (Resolution No. 12-2026) and a contract with A.M.E., Inc. for musical services (Resolution No. 13-2026).
