Kearney police to participate part-time in Clay County STAR team under interlocal agreement

Police Chief Mark Thomas presented Bill No. 15-2026, an interlocal cooperation agreement between the City of Kearney and the Clay County Sheriff's Office to permit Kearney officers to participate part-time with the Clay County Special Tactics and Response (STAR) team.
Thomas said the arrangement is a training and career-path opportunity for officers, and that officers who wish to participate will undergo a selection process that includes physical screening tests. He told the Board that equipment needed for participation is planned to be addressed in the FY27 budget.
The mayor inquired about additional insurance coverage; legal counsel responded that the city will check with MPR but that it is not uncommon for current coverage to extend to these mutual-aid arrangements. The Board approved Bill No. 15-2026 on second reading and adopted it as Ordinance No. 1676-2026 by a 3-0 vote.
