Ramsey County and consultants present Victoria Street shared-use path plan, design work through 2027

Ramsey County and consultant WSB presented plans to add a separated shared-use path on Victoria Street, aiming to improve pedestrian and bicycle safety along a roughly 2-mile corridor that connects schools, parks and neighborhoods between Roseville and Shoreview.
WSB consultant Gus Perrin said the project will pair a west-side trail with resurfacing, lane-narrowing to calm traffic and drainage improvements. "The intent of this project is to add a shared use path or a trail along the West side of Victoria Street," Perrin said, noting the route runs west of Lake Owasso and east of Lake Josephine.
County project manager Joey Lundquist and Ramsey County staff said the design team selected the west-side alignment as less impactful overall based on a prior study and public input. The team held an open house May 20 at the Roseville Skating Center with about 64 attendees; recurring concerns included drainage, potential impacts to front-yard vegetation and resident privacy. The county staff said they plan two more pop-up events before final design and will target one in Roseville.
The county and consultant noted construction is planned for 2028. "We're moving into final design," Perrin said. "Design will be occurring from now through the fall of next year, so there will be more opportunities to hear and learn about the project."
Council members thanked county staff for outreach; none of the public in chambers offered additional comment to the council during the presentation.
What's next: final design and additional outreach through late 2027, grant and funding-seeking where applicable, then construction planned for 2028.
