Jace Hellman, representative for Dabbert Homes, presented two preliminary subdivision plans to the Oxbow City Council on May 19. Plan 1 would create 81 lots (about 50 larger lots on the west side at roughly an acre each and 31 smaller lots on the east side averaging about one-third acre) and would reserve 9.5 acres for the Oxbow Country Club for a fee. Plan 2 would create 99 lots (the same 50 larger west-side lots and 49 smaller east-side lots) and would not reserve land for the golf course.
Hellman said the developer intends to install asphalt roads rather than gravel (“there would be no gravel roads, they would be asphalt”), and indicated Dabbert would use on-site septic systems rather than connecting new homes to the city sewer. City Engineer Aakre and Mayor Jim Nyhof told the council they prefer not to permit septic for the proposed development.
The minutes note that any future project must comply with City of Oxbow ordinances but that covenants are not enforced by the city. Council members said they want the subdivision’s layout and appearance to be comparable to existing Oxbow neighborhoods.
No formal vote was taken on either plan during the meeting; the presentation served as an initial review and an opportunity for council members and staff to flag issues for later consideration, including the sewer/septic question, appearance standards and any required city approvals.
What happens next: the council did not adopt or reject either plan at this meeting. Additional reviews, permit applications or formal agenda items would be required for the proposals to move forward.
