Oxbow reviews three water-service options; council approves $6,630 quote to replace Well #3

The City Engineer reported on Feb. 18 that Cass Rural Water has answered most capacity questions and that the city is waiting for confirmation from the City of Fargo about sewer service before a potential CRW hookup. The council was told the existing pump station would remain in service and that city wells would be maintained as backup if the city chose to hook up to CRW. Engineer Aakre said residents would vote on a switch; a simple majority would decide the matter. The Water Development Plan is scheduled for discussion and submission in March or April 2026.
Three options were presented for future water servicing: continue with the current system; connect to Cass Rural Water; or construct an improved treatment system (noted as the most expensive option). The minutes do not record a staff cost estimate for the new-treatment option.
Separately, the council approved a $6,630 quote to replace Well #3 at the water treatment plant. The replacement quote was moved by Councilmember Cody Furstenau and seconded by Councilmember Mike Bindas and recorded as approved. Plant staff (identified as Dalager in the minutes) asked that residents be advised about proper hose-and-drain procedures after hydrant flushing to avoid residue entering homes.
The council did not adopt any immediate decision on a permanent service change; any move to CRW will require voter approval and additional interlocal agreements.
