Helix School Board approves IMEG for main-gym seismic rehabilitation, awards contract and authorizes construction planning

The Helix School Board voted Thursday to hire IMEG Consultants as the engineering and architectural firm to design and oversee seismic rehabilitation of the district's main gym, locker rooms and lobby.
The board approved a fixed contract that covers schematic design, construction documents, permitting, construction administration and closeout, and authorized staff to proceed with a CM/GC procurement and grant reporting. The packet IMEG submitted estimates services needed to deliver drawings, special-inspection coordination and quarterly grant reporting to Oregon's Seismic Rehabilitation Grant Program.
Board members said the vendor selection followed review of proposals from Design West, KPFF and IMEG. "Each of us had one that rose to the top, and that was IMEG," the board recorded in its motion. The motion to award IMEG the contract carried in open session and was entered into the minutes.
Superintendent Brad Bixler told the board the project has a tight state-grant budget and that the district and IMEG will work with a construction manager/general contractor (CM/GC) to control costs and phasing so the work is completed before the school year begins. IMEG's proposal, included in the meeting packet, notes the grant award is the primary funding source and lists a design fee and phase deliverables for approval.
The board will receive schematic design cost estimates for review and sign off before the project proceeds to full construction documents. District staff also said they will hire a materials-testing firm and a hazardous-materials surveyor prior to construction, as required by permitting and the SRGP rules.
Next steps: the district will advertise for a CM/GC consistent with state procurement rules, complete schematic design, confirm a Guaranteed Maximum Price with the contractor and seek SHPO review as required for the SRGP-funded work. The board directed administration to return with a timeline and any budget adjustments in upcoming meetings.
Votes and formal actions noted in the record include approval of IMEG's engagement (motion recorded in the minutes) and recorded construction-administration and payment-certification protocols to be followed during the project.
