Effingham County commissioners approve consent items, Old River Road agreement and budget amendment

The Effingham County Board of Commissioners on July 21 approved a slate of routine and project items including consent-agenda contracts, infrastructure agreements and a small budget amendment.
Among the consent and new-business approvals were multiple lighting and distribution agreements with Georgia Power for roundabout lighting and related utility relocation; change orders and construction agreements for Central School and the county’s wastewater contract; an intergovernmental agreement with Chatham County for preliminary engineering on Old River Road (the project is MPO-selected and will be managed by Chatham County with a 20% local match); and an encroachment agreement revision with Southern Natural Gas that revised the umbrella liability minimum to $4,000,000 per occurrence.
Staff also brought technical and procurement items: Amendment No. 2 to the county’s pool (IDC) for professional engineering and architectural services was renewed through June 30, 2027; the board approved procurement of a Roscoe Max distributor truck and a Roscoe variable-width chip spreader through Sourcewell cooperative contracts to shore up chip-seal capacity; and a small CRC contract amendment (roughly $10,000) increased funding for congregate and home-delivered meals.
Finance director Mark Barnes presented a budget amendment (Resolution 026-016) that reclassified one clerk-of-court position to full-time and carried forward security upgrades across county facilities; commissioners approved the resolution.
County Engineer Jonathan Holm told the board the Old River Road project was submitted for federal funding through the MPO and that Chatham County will be the project lead; the board approved the intergovernmental agreement and agreed the county will contribute the local match if necessary.
What happens next: staff will proceed with the contracts and intergovernmental agreement implementation steps and follow up on prior-rights research for the Georgia Power relocation costs.
