Chappaqua trustees approve staff raises and promote Julianne Velasco

Treasurer Jen Fay moved to approve the proposed raises for library staff effective July 1, 2026. Trustees discussed the decision to avoid an across-the-board increase: under the approved plan full-time employees received larger raises (trustees described it as a 5% increase for many full-time roles) while some part-time or substitute staff received smaller increases (described as 2%). Supporters said the structure aims to encourage hiring and retention of full-time staff while staying within budget.
Director Daddio explained that the raises had been routed through civil-service procedures where required and that the board would continue to monitor pay equity and staffing needs. A voice vote was held and trustees approved the raises.
On a separate motion, a trustee moved to promote Julianne Velasco to Librarian 2 effective July 6, 2026, with a salary increase to $78,441. Members praised Velasco, noting she scored 100 on the relevant civil-service list and was first on the list; the board approved the promotion by voice vote.
Both personnel items were advanced by motion and approved in the meeting; staff will report necessary paperwork to civil service and implement the salary changes.
