Hines Council approves $145,000 payment for Phase II park surfacing; splash pad delivery set for April

The Hines Common Council on Feb. 24 unanimously approved a $145,000 payment to GameTime to install poured-in-place surfacing for Phase II of Hines Park, clearing the way for concurrent work on a new splash pad and amphitheater.
City Administrator Roxane Worley told the council the City budgeted $300,000 for playground expansion; the poured-in-place surfacing quote is $145,000 and the playground equipment arrived at a cost of $104,000. Worley said additional foundation work, concrete curbing and rock remain, but that the overall project should stay under the approved budget.
Worley said foundation construction documents for the splash pad have been received and staff planned to start construction as weather permits. The Kids Committee is scheduled to review the splash pad design on Feb. 27, and Worley told the council the tentative delivery date for the splash pad equipment is April 13. She also said restroom demolition at the park was to begin as weather allowed so contractors can proceed with foundation and surfacing work.
Councilor Roger Hodge moved to pay GameTime $145,000 for the poured-in-place surfacing; Councilor Hilda Allison seconded and the motion passed unanimously.
Worley said she had contacted the Oregon Department of Transportation to start discussions about a fence or barrier between the park and the adjacent highway and is seeking the correct agency contact to move those conversations forward. She also reported a community group has proposed reviving a tractor pull event at the Fairgrounds over two days, offered to organize it, and asked to pursue a transient lodging tax (TLT) grant to support the event; the group proposed donating proceeds to the Hines Fire Department.
Several councilors praised recent park improvements during mayor-and-council comments. The council did not take additional votes related to the tractor pull request; Worley invited councilors to participate if they wish to serve on a grant review committee.
