Carmel council sets August 20 deadline for Dentons Christkindlmarket report, requires turnover if missed

The Carmel Common Council voted to require the outside law firm Dentons to deliver a final report on the city's Christkindlmarket investigation by Aug. 20, or, if Dentons cannot meet that date, to turn over all materials collected to the council's legal counsel.
The motion to set the 30-day deadline was made by a council member and seconded during the meeting's old-business discussion. Council debate that followed was extensive and sometimes personal: members said they wanted the matter finished, while others urged care to preserve objectivity and completeness. One council member noted the firm was contracted for $125,000, and the timeline and billing were discussed as part of concerns about process and value.
A councilor who had sponsored the original resolution said the purpose was to resolve community division by getting a clear record of what happened, while other members said the investigation's findings had already addressed many of their initial concerns. The chair asked legal staff to send Dentons written notice of the council's action and to copy the council's legal counsel.
Council members and the committee chair acknowledged Dentons had received records from the administration and that the firm may have follow-up questions; several members said they were open to revisiting the deadline at the Aug. 3 meeting if Dentons provides a compelling explanation for delay. The council's motion requires Dentons either to provide the final report by Aug. 20 or to hand over the documents compiled so far to the council's legal counsel, after which the matter would be closed from the external-investigator phase.
Proponents of the deadline argued the council and the community needed closure; opponents cautioned against imposing an arbitrary timetable that might lead to a rushed, incomplete product. The motion carried and the president instructed staff to notify Dentons and copy the city legal counsel.
The action does not itself release the Dentons report publicly; it requires Dentons deliver the report or the materials to city legal for the council's review and any subsequent determinations.
