Yadkin Soil and Water Conservation District approves FY2027 plan, long-range goals and six cost-share items

At its May 21 meeting in Yadkinville, the Yadkin Soil and Water Conservation District board approved the FY2027 Annual Plan of Work and 2027–2030 long-range plans, OK’d three cost-share applications and three contracts totaling $20,881, and heard staff and NRCS updates.
Board Chair Jo Linville called the Yadkin Soil and Water Conservation District Board of Supervisors to order at 7:20 p.m. on May 21 at the Yadkin Agricultural Building in Yadkinville. A quorum of five supervisors was present. Director Caleb Poplin read the Ethics and Professionalism Statement; no conflicts of interest were disclosed.
The board unanimously approved the meeting agenda and the minutes of its April 16, 2026 meeting. Staff reported that all of this fiscal year’s Technical Assistance and Matching Funds have been received.
Caleb Poplin provided photos and an update on the new equipment shed, which he said was completed after being slightly enlarged at the county manager’s request. He also shared dates for the upcoming NACD meeting in Cherokee and the Local Work Group meeting in Danbury and invited supervisors to notify staff if they wished to attend. Division staff member Elise McLaughlin was not in attendance but submitted the monthly Division Update to the board. NRCS representative Lance Parker summarized the monthly NRCS update for the board.
On matters requiring board action, the supervisors approved the Annual Plan of Work for fiscal year 2027 and adopted the long-range plans for 2027–2030; both motions passed 5–0. The board then considered and approved three Cost Share Applications: 99-2026-020 (Rooftop Runoff Management System, ranked 321), 99-2026-802 (AgWRAP Well, ranked 252.10) and 99-2026-021 (Rooftop Runoff Management System, ranked 200.5). Corresponding Cost Share Contracts were also approved: Contract 99-2026-020 for $6,312.00, Contract 99-2026-802 for $10,000.00 and Contract 99-2026-021 for $4,569.00. The three contract approvals total $20,881.00. Each motion on these items carried 5–0.
With no additional business, Greg Moxley moved to adjourn; the motion carried 5–0 and the meeting ended at 8:00 p.m.
What happens next: The approved FY2027 Annual Plan of Work and the long-range plans will guide the district’s program activities in the coming year. Staff indicated they will facilitate registration for any supervisors who wish to attend the NACD meeting or the Local Work Group meeting.
