An administrator presented updates to the district’s Title IX policy to conform to new U.S. Department of Education regulations that took effect Aug. 1. The draft clarifies the definition of covered discrimination to explicitly include sexual orientation and gender identity and streamlines complaint investigation procedures to allow more informal resolutions when appropriate.
The presenter noted ongoing litigation in several states challenging the regulations and said the policy includes a note empowering the administration to follow court orders or injunctions that might affect implementation for specific complaints. The presenter and board members discussed aligning the policy with 4th Circuit precedent and local practice.
Board members moved to waive first reading and approve the updated policy at the same meeting; the motion was moved, seconded and approved by voice vote. The administration said it would return with any further adjustments if litigation or court orders change the legal landscape.
The board also heard a brief presentation on Policy 2127 (board member technology use), which was recommended for a first reading.
