A board member read the proclamation, which cited North Carolina legislation designating October for disability history and referenced the Americans with Disabilities Act of 1990. The proclamation also noted district data the board cited during the reading: staff said CHCCS serves approximately 1,200 students with disabilities under the Individuals with Disabilities Education Act and that roughly 90 percent of students with disabilities spend most of their time in general education settings.
During public comment that followed, Miss Hamill thanked the board for the proclamation and asked for greater transparency. "I'm here today, to ask that in light of the $5,000,000 budget deficit here...the board provide to the public on a monthly basis a financial report on all payments and encumbrances to all vendors," she said, also requesting monthly travel and grant‑spending reports and public streaming of future board retreats.
Board members thanked the commenter. No formal board action was taken on the transparency requests at the meeting; those suggestions were placed in the public record and may inform future follow‑up.
