Montgomery County Commission approves FY2026 transportation plan, extends social‑services contract and awards pest‑control and HVAC contracts

The commission adopted the FY 2026 Annual Transportation Plan as required under Section 11(d) of Act No. 2019‑2 (HB2). Commissioner Castanza moved to approve the plan and Commissioner Sankey seconded; the motion passed unanimously. County Engineer George Speake’s memo attached to the agenda states the plan must be posted at the courthouse, commission office and engineering office and adopted by Aug. 31.
In other actions, the commission approved Amendment No. 2 to Contract No. 52601‑23P‑022 with The Bridge, Inc., extending the county’s agreement to manage and operate Davis Transitions through Sept. 30, 2026; pricing and other contract provisions remain unchanged. The amendment was moved by Vice Chairman Moore‑Zeigler, seconded by Commissioner Castanza and carried unanimously.
The commission awarded the pest‑control contract for county buildings to Safe Guard Pest Services, the lowest responsive bidder. The bid materials list the low bidder’s annual cost at $14,464.00; the contract as adopted begins Sept. 1, 2025, and runs through Aug. 31, 2026, with up to two additional one‑year renewal options. Purchasing Manager Khristie Davis provided the bid tabulation to the commission before the vote.
The commission also awarded a contract to Associated Mechanical Contractors, Inc. for $804,900 to replace ten Trane rooftop HVAC units at the Mac Sim Butler Detention Facility. The contract documents name the Mac Sim Butler Detention Facility at 225 S. McDonough St. as the project site and include standard indemnity and dispute‑resolution provisions; coordination on the award was noted with County Administrator Kindell Anderson.
Routine business carried on the consent agenda included approval of accounts payable and payroll checks dated Aug. 18, acceptance of miscellaneous appropriations to county agencies and education, and authorization of travel and training requests for multiple departments. Each of those motions passed unanimously.
The meeting opened at 10:00 a.m. with an invocation by Commissioner Sankey and the pledge led by Chairman Singleton. Administrator Anderson called the roll; a quorum was present. Deputy Administrator offered brief remarks about providing resources to organizations requesting funding. The meeting adjourned at 10:18 a.m.
