The Caney City Council voted July 8 to set a ceiling mill levy of 63.084 for fiscal year 2027, authorize the necessary signature on a notice of intent to the county clerk and schedule a public hearing for Sept. 7, 2026.
City staff told the council that the city's mill levy for 2026 is 56.014 and that the revenue-neutral rate for 2027 would be 53.084 because total property valuations in town rose. Staff said adding 10 mills to the RNR produces the proposed cap of 63.084, which staff estimated would generate $799,912.25 in property tax revenue; Mayor Joshua D. Elliott clarified the additional 10 mills would generate $126,795.
Council members asked for and received clarifications from staff about how the revenue-neutral rate functions and how changes in individual property valuations affect tax bills. Council Member Elizabeth Burch asked whether taking the city to revenue neutral would lower taxes for individual homeowners; staff replied it depends on each property's valuation. The minutes note questions about the library mill levy cap and which city funds receive property tax revenue.
Council members also discussed the Employee Benefits Fund and its prior volatility before the city joined KMIT, and staff described how the General Fund currently covers most city salaries because it houses most departments. After discussion, Council Member Becky Dye moved to approve the D.I. item as presented; Council Member Jesse Hilyard seconded. The motion carried, 4-0, as recorded in the minutes.
