Graham council seeks state approval to convert PARTF-protected parkland for future fire station, proposes replacement acres

The Graham City Council adopted a resolution on April 14 requesting approval from the North Carolina Department of Natural and Cultural Resources to convert 3.88 acres at Graham Regional Park (a site supported by a 2011 PARTF grant) for use as a future fire station.
Under PARTF rules, conversion of grant-protected parkland requires DNCR approval and provision of equivalent replacement acreage. The resolution says the City will provide approximately 10.2 acres owned by Tom and Linda Stewart at 1771 North Jim Minor Road (PIN #152551) as replacement property and will, upon approval, record a declaration restricting that acreage to public recreation in perpetuity.
Council found that the conversion was necessary and in the public interest and authorized staff — including the City Manager — to execute documents and provide required assurances if the State approves the conversion.
The resolution notes the original PARTF grant criteria and the recorded declaration of restrictions on the 115.597-acre Graham Regional Park property; conversion is conditioned on state approval and recording of replacement restrictions.
