Graham council approves consent agenda, ARPA allocations, audits and camera contract

Graham, N.C. — The Graham City Council approved a multi-item consent agenda on May 12 that included contracts, project ordinances and budget amendments intended to carry projects into the 2026 fiscal year.
Items approved included an audit contract with Stout Stuart McGowen & King, LLP for $33,150; a revision to the ARPA-enabled project ordinance to add $65,000 for a salt shed and to reallocate ARPA revenue replacement totaling $4,986,340 across projects; and adoption of a capital project ordinance authorizing $2.2 million for the Home, Banks, Ward, Holt and Gilbreath Streets waterline replacement, funded from retained earnings (Water/Sewer).
Council also authorized a contract with Terracon Consultants, Inc., for the Graham-Mebane Lake spillway repair project and approved a five-year extension with Motorola Solutions for body-worn camera, in-car camera service and digital video evidence storage totaling $332,011 over five years, which staff said includes an annual reduction of $19,179 compared with the prior contract.
The consent agenda passed with a 4-1 vote on the package that included sealed closed session minutes; Mayor Chelsea Dickey voted no on sealing the closed session minutes. Council approved several related budget amendments recognizing increased costs in IT, Fire and Public Works and the recognition of $7,000 in State Drug Forfeiture revenue.
