Graham council adopts updated Future Land Use Plan with edits, 4-1

Graham, N.C. — The Graham City Council voted 4-1 on May 12 to adopt a revised Future Land Use Plan after staff and regional planners summarized a year of community engagement and council members requested specific editorial changes.
Regional Planner Sam Stalder of the Piedmont Triad Regional Council told the council the steering committee collected 201 survey responses and held outreach events to shape the draft plan. Public commenters urged protections for historic districts, more sidewalks and options for small, affordable homes.
Council consensus removed a sentence on Page 33 that had prioritized a specific facility and directed staff to replace references to “strip centers” with a recommendation favoring commercial centers with design standards. Council Member Bobby Chin cautioned that implementing some recommendations — for example, a sidewalk from E. Elm Street to Graham High School — would cost over $1 million and likely require state or federal grant funding.
Motion by Mayor Pro Tem Ricky Hall to adopt the Land Use Plan as revised passed 4-1; Mayor Chelsea Dickey voted no. Council thanked the Planning Board and PTRC for the plan and directed staff to pursue grant opportunities for priority projects such as sidewalks.
