Tega Cay council awards $90,000 shoreline contract, tables lawn-maintenance bid; minutes approved

At the Jan. 28 Tega Cay City Council meeting, members approved several procedural and procurement actions: they awarded a Phase 2 shoreline-stabilization contract for Windjammer Park, tabled consideration of a citywide lawn-maintenance contract to allow for additional vendor vetting, and approved the minutes of the Jan. 5 special meeting.

Council member (speaker 9) moved to award the Windjammer Phase 2 shoreline stabilization contract to Lake Wylie Dot Construction, LLC for an amount not to exceed $90,000 and to authorize the city manager to issue a notice to proceed. Staff member Dustin (speaker 10) told council the vendor completed Phase 1, is familiar with the site, and the Phase 2 work was budgeted in capital funds. The motion passed unanimously.

On the lawn-maintenance contract, Council member (speaker 8) moved to table the item until the February meeting to allow staff to interview the top three vendors, confirm missing bid information and vet qualifications for consolidated service areas (including Catawba Park). Dustin explained the rebid consolidated two previous contracts and noted that some bids omitted minor items; staff said they will return a recommendation in February. The motion to table carried unanimously.

Procedural business concluded with unanimous approval of the Jan. 5, 2026 special-meeting minutes. Later in the meeting, council also voted to enter executive session to discuss contractual and legal matters related to food-and-beverage agreements, property matters and a proposed cell-tower contract.

The awarded shoreline project is scheduled to proceed under capital funds; staff estimated contractor start dates in late February depending on weather.
