The Appomattox Town Council on Feb. 21 approved a final professional‑services agreement with CHA to produce a master utilities plan, including a comprehensive financial review, GIS and hydraulic modeling, sewer system evaluation and a rate study focused on local cost of service.
Town staff described the contract as the next step in preparing the town’s water and sewer systems for projected housing growth. The manager said the rate study will examine what it actually costs the town to produce drinking water and treat wastewater rather than simply benchmarking what neighboring localities charge. "This will not be like the previous rate study where they essentially looked at what other localities charge...they are actually going to look at what it costs us to do that," the town manager said.
Council authorized the town manager to execute the contract and to make non‑cost amendments; any increase in total contract cost must be returned to council. The authorization passed on a roll‑call vote. Council members noted the plan’s importance for asset management and future capacity planning as the town anticipates additional townhouse developments by the same local developer discussed earlier in the meeting.
Staff said deliverables include an asset inventory, condition and capacity assessments, a sewer model, and a comprehensive rate study. The town will proceed with the consultant work once the manager executes the agreement.
