Board approves land-use repairs and commercial-only water/sewer hookups; tiny house proposal denied

Applicant Krissy Custer joined the Nov. 3 meeting by phone to request a land-use permit for repairs and restroom upgrades at 109 State Highway 35 and to seek water and sewer service to Lots 2 and 3.
The board approved the land-use permit for bathroom repairs and upgrades (motion McLimans; second Daentl). Custer said the building is a shell that she plans to keep as commercial space, potentially divided into multiple rentable sections; she requested hookups to support restroom facilities in those sections.
Public works staff (Leitzinger) raised concerns about possible contamination if an automotive business discharged chemicals into the sewer near the wastewater plant; the board said that potential contamination would need to be addressed if such a business locates there. Village President Robert McLimans said placing a tiny house on Lot 3 would be inappropriate because the parcel is adjacent to the wastewater plant and is zoned commercial by Grant County; the board unanimously agreed not to permit residential tiny-house placement on that lot and approved granting water and sewer to parcels 2 and 3 only for future commercial purposes (motion McLimans; second Daentl). Leitzinger clarified that a licensed plumber must perform the installation and the village will bill the applicant for the work.
No appeals or conditions beyond the commercial-only restriction were recorded at the meeting.
