Village of Bloomington gets 'straight A’s' on water reports; engineer urges bidding for UV disinfection system

At the Village of Bloomington meeting, Larry Gates reviewed the village's 2024 Compliance Maintenance Annual Report (CMAR) for the wastewater treatment facility and the 2024 Consumer Confidence Report (CCR) for drinking water, telling trustees the village received 'straight A’s' on the required annual reports.
Gates told the board the water system experienced an E. coli detection that he said was caused by dirt in the distribution system; the village chlorinated the water and reported that within about one to one and a half weeks levels had returned to normal and there were no violations. Gates said the reports are due by July 1 and he will file them on the village's behalf.
Gates recommended the village begin soliciting bids for a UV disinfection system, saying the state Department of Natural Resources (DNR) will require municipalities to phase out chlorination systems and that switching to UV would remove recurring 'wet test' costs associated with chlorination. Gates noted a UV system that cost about $60,000 in 2023 is now estimated at roughly $120,000, and he recommended starting the bidding process now to demonstrate progress to regulators.
Separately, Gates reported the water tower inspection found one outstanding item related to late lead service line reports; those reports have been submitted and the inspection otherwise is satisfactory.
The board reviewed the reports and directed Gates to file them and continue work on planning for a UV replacement system; no final procurement decision was made at the meeting.
