The Scarborough Planning Board on July 20 voted to approve a 4,028‑square‑foot single‑story commercial building at 14 Market Street that will include drive‑through facilities and associated parking, landscaping and pedestrian connections.
Dan Bacon of M and R Development presented the pad site plan and said the design nests the building next to the existing 10 Market Building and places the drive‑through off to the side to minimize visibility from Market Street. Steve DeCastro, CEO of Maine Community Bank, said the bank operates 21 branches in Southern Maine and views the site as a good footprint addition.
Board members probed circulation, queuing and design. The applicant said the design provides two drive‑through lanes and queuing room for four cars per lane; counts at a comparable bank indicated a maximum of three queued cars in the field sample. The board asked staff to ensure the correct assignment and payment of traffic impact fees.
The motion to approve included conditions that the applicant address staff, traffic and engineering memos; submit a full final plan set; utilize high‑quality building materials; and screen rooftop utilities from adjacent businesses. The board recorded an affirmative roll call and closed public comment (no speakers).
Outcome: approval with conditions. The planning department will verify compliance with the listed conditions before permits proceed.
