Helen, planning staff, told the board the project had been waiting on a DEP permit; she confirmed the permit had been submitted. Applicant representative Steve Bushey said the project had since obtained its DEP and Army Corps permits and asked the board to take action on the final site plan.
Chair moved to approve the application with findings and conditions. The board’s conditions require the applicant to address staff, traffic and engineering comments; provide a performance guarantee equal to 150% of the estimated sidewalk construction cost; submit a final full plan set (site/civil/landscape/lighting/architectural plans); obtain formal approvals from the Scarborough Sanitary District and Portland Water District; execute the town’s stormwater maintenance agreement; pay the chapter 4.19 stormwater maintenance and reporting fee ($750); and pay roadway impact fees (the motion noted a total of $54,701).
Staff also required the applicant to schedule a preconstruction meeting with planning three weeks after building permit submittal and to provide certified letters or plans prior to certificate of occupancy showing stormwater management facilities were installed per the approved plan. The motion was seconded and the board recorded an affirmative roll call.
Outcome: approval with the conditions listed above. The board closed public comment (no speakers) before the vote.
