Dr. Browning described three waiver pathways: (1) locally approved courses awarded a standard credit with fewer than 140 hours; (2) independent study or portfolio/performance pathways documented and supervised by a licensed teacher; and (3) achievement via national or international standardized assessments (for example, AP exams) validated by an external body. She said an appeal process would be administered by a superintendent‑appointed review panel of at least three educators whose decision would be final.
Board members asked procedural questions about stakeholder engagement and safeguards; Dr. Browning emphasized development of documented mastery criteria, teacher oversight and a review panel. The presentation was provided for the board's information; no final action on Policy IKFB was recorded in the meeting minutes.
The board will consider the calendar recommendation and any proposed policy language in future agenda packets once committee work and stakeholder feedback are complete.
