The council also approved a set of purchase orders covering annual renewals and services (for cloud software, law-enforcement safety supplies, cruise-terminal bollard painting, storm-drain vegetation removal and paramedic course funding at the University of South Alabama) as listed on the consent agenda.
Members moved and approved a resolution authorizing the mayor to apply for and accept a Department of Homeland Security/FEMA Port Security Grant for fiscal year 2026; permanent easements to Alabama Power for underground service to Fire Station 19 and Japanese Gardens were also approved.
A motion to table an appropriation to DJ Black Entertainment was approved after council members noted funding had been addressed by a prior transfer. The council also discussed and approved revoking a business license at 1172 West Interstate Service Road South (revocation item 37-781) after members said outreach had occurred and the council had continued to receive complaints.
No dollar amount for the Port Security Grant was specified in the meeting transcript. The mayor's office representative said the 2.5% retired-employee COLA applies to the city plan for police and fire retirees and would be presented separately from the RSA lump-sum resolutions.
