Malabar P&Z appoints chair and vice chair, approves consent agenda; staff reports council‑directed ordinance

Vice‑Chair Liz Ritter asked BM Wolfgram whether she would serve as chair; Wolfgram declined. BM Ritter then moved, with BM Taylor seconding, to appoint Doug Dial as chair. The minutes record the vote as "ALL AYES (4‑1)."
For vice chair, the board received two nominations — David Taylor and Liz Ritter — and Ritter declined the nomination and said she would continue to participate and support the board. The minutes record a subsequent vote as "ALL AYES (5‑0)." David Taylor is indicated in the meeting signature as Vice‑Chair.
The board approved the consent agenda, including corrected minutes from Oct. 22, 2025, on a motion by BM Ritter and BM Vliegenthart; the recorded vote in the minutes is "All Ayes (5‑0)."
In the staff report, Town Clerk Richard Kohler said council has directed staff to draft an ordinance that would replace Board of Adjustment members with council members and require items to be reviewed first by the Planning & Zoning Board. Kohler said a public hearing on that ordinance will be held at the next Planning & Zoning Board meeting.
The board set its next meeting for Feb. 11, 2026, and adjourned at 7:25 P.M.
