Tega Cay council approves private-well ordinance, awards lawn contract and OKs Garrison license amendment

The Tega Cay City Council on Feb. 23 approved several measures in unanimous votes, including a second-reading ordinance on private wells, a contract for municipal lawn maintenance and an amendment to the food-and-beverage license for the Garrison at Tega Cay.
Council members voted to adopt the second reading of an ordinance to add Chapter 54, Article 5 to the city code (private wells) and to amend Chapter 54, Article 3, Section 54-14(a) on civil penalties. Council discussion confirmed the changes were wording clarifications and that a specific irrigation-related provision was removed; the motion to approve was made during the unfinished-business portion of the agenda and carried unanimously.
On a separate agenda item, staff recommended awarding the city’s lawn-maintenance contract to Southern Shade Trees for an amount not to exceed $64,800. Staff described the firm as a local company with sufficient staffing and capabilities to cover the expanded scope; Councilman Carter moved the contract award and the council approved it without objection.
Council also approved an amendment to the food-and-beverage license for the Garrison at Tega Cay that will allow additional remodeling of the premises. Applicant Kevin Deveney presented plans for a roughly 50-foot-by-18-foot outdoor deck, two roll-up garage doors to open the bar to the deck, a metal awning and lighting; he said the deck portion of the project is estimated at about $154,000. Deveney requested nine months of 50% rent abatement—stated in the meeting transcript as $7,500 per month—as part of the amendment; he also told council the overall facility investment to date has grown beyond initial estimates and could reach about $750,000. Council clarified that future maintenance of the deck will remain the Garrison’s responsibility and approved the amendment unanimously.
No roll-call tallies were recorded in the public transcript; meeting minutes state the motions carried unanimously. The council also handled other business during the same meeting, including adoption of local rules of order and a schedule change to start regular meetings at 6 p.m., both of which passed unanimously.
