Hardwick authorizes town manager to contract with VHB for CDBG‑DR environmental assessment

The Hardwick Select Board voted to authorize the town manager to contract with VHB to complete an environmental assessment required under an implementation Community Development Block Grant Disaster Recovery (CDBG‑DR) award.
Town staff explained there are two CDBG‑DR grants for the downtown project — a planning grant and an implementation grant — and the implementation phase requires an environmental assessment, wetlands delineation and an archeological review. Staff reported seven proposals were received and recommended VHB because its proposal included archaeology and wetlands work and the firm had proactively engaged town staff before submitting a proposal.
Kristen Leahy described the project area as the seven‑acre site across from the Sawmill and said the assessment is part of an overall plan to remove silts and establish a maintenance plan for earlier flood mitigation efforts. "My recommendation is VHB," she said, and the board moved, seconded and approved authorizing the town manager to enter into a contract with VHB by voice vote.
Board members noted this implementation work ties into larger recovery funds related to the 2023 flooding and described the grant program as part of a broader $30 million package designated to help affected communities in the region. The authorization allows staff to begin contracting and the assessment process that precedes earth‑moving work required by the grant.
