Belleair Shore appoints Susan Cain, adopts records-exemption resolution and ratifies PCSO contract

The Town of Belleair Shore commission met Feb. 18, 2025, and unanimously appointed resident Susan Cain to a vacant commission seat, adopted a public-records exemption for municipal clerks and employees and ratified contracts related to auditing and law enforcement.
Commissioner Tolbert moved to approve the appointment of Susan Cain; Commissioner Lally seconded, and Town Clerk Mary Palmer administered the Oath of Office after a unanimous voice vote. Resident Susan Cain had addressed the commission before the vote expressing interest in serving and attendance at local meetings.
Attorney Lewis read Resolution 01-2025, a public-records exemption for municipal clerks and employees. Commissioner Tolbert moved to adopt the resolution; Commissioner Lally seconded and the voice vote was unanimous. The resolution was recorded as adopted.
The commission also ratified Mayor Blume’s signature on the town’s new audit contract after Attorney Lewis reported that the previously approved audit firm had sold and the successor firm had agreed to maintain the same pricing. Commissioner Tolbert moved to ratify the signing; Commissioner Lally seconded and the voice vote was unanimous.
On law enforcement contracting, the commission discussed sending a thank-you letter to Sheriff Gualtieri for working with the town on the FY2025 Pinellas County Sheriff’s Office contract. Commissioner Tolbert moved both to send the letter and to ratify Mayor Blume’s signing of the PCSO FY2025 contract; Commissioner Lally seconded and the voice vote was unanimous.
No dissenting votes were recorded; all motions were approved by voice vote. The meeting record shows routine approvals of the agenda and prior minutes earlier in the session.
