President Kevin Hagerty called the Grant County Commission's organizational meeting to order at 8:30 a.m. on Jan. 13 in the courthouse conference room.
The commission elected Commissioner Tyson Riggleman to serve as president for calendar year 2026. The motion to elect Riggleman was moved by Commissioner Scotty Miley and approved unanimously.
The commission voted to retain its regular meeting schedule (second Tuesday at 9:00 a.m. and fourth Tuesday at 3:30 p.m.) and approved one change: the May meeting was moved from May 12 to May 8, 2026, at 9:00 a.m. The board also voted to retain its existing Rules of Procedure for managing regular meetings.
Members confirmed appointments to county boards and committees for 2026. Assignments recorded in the minutes include: Airport Authority ' Commissioner Scotty Miley; Seneca Rocks Regional Development Authority ' Commissioner Tyson Riggleman; Farmland Protection Board ' Commissioner Kevin Hagerty; Grant Memorial Hospital, Inc. Board of Trustees ' Commissioner Miley; Region VII Workforce Investment Board ' Commissioner Riggleman; County Agriculture/WVU Extension/4H ' Commissioner Hagerty; E911 ' all three commissioners; Region 8 Planning Development Council ' Commissioner Miley; Planning Commission ' Commissioner Hagerty. The minutes state the motion to keep board appointments the same as 2025 was moved by Riggleman and approved unanimously.
The commission adopted the State 2026 Holiday Schedule and agreed to include any additional days the Governor of West Virginia may grant. The board approved dates for the Board of Equalization and Review: Jan. 30 at 8:30 a.m.; Feb. 2 at 1:00 p.m.; Feb. 5 at 11:30 a.m.; Feb. 10 at 11:00 a.m.; Feb. 13 at 1:00 p.m.; and Feb. 17 at 8:30 a.m.
A motion to adjourn was moved by Commissioner Tyson Riggleman and approved unanimously. The minutes do not record any debate over the listed items and provide no detail on proposed changes to the county employee handbook beyond that the item appeared on the agenda.
