Development Services Director Nick Cauthen and Planning Commission member Nick Amico presented the Planning Commission's recommendation and answered council questions.
Council members asked about how the plan positions the city for anticipated growth and about budgetary implications, particularly as they relate to long-term pension obligations and revenue strategies. Councilmember James D. Foltz moved the ordinance on first reading; Mayor Pro Tempore Thomas S. Hyslip seconded.
The first-reading approval advances the plan along the ordinance process; additional readings, public notices and the council's final vote will follow the city's standard legislative timeline. Staff said they will continue to coordinate with commissions and report back to council on any substantive changes before final adoption.
