Madison aldermen adopt cleaning resolutions for two properties; buyer says he will close Aug. 14 on foreclosed home

The City of Madison held public hearings Aug. 6 and adopted cleaning resolutions for two privately owned properties that city code enforcement flagged for possible future action.
Code Enforcement Officer Steve Greenough reported the property at 432 Greenleaf Trail is owned by Conrex and believed vacant; although city staff had mowed and cleaned the property over the weekend, Greenough recommended adopting a cleaning resolution to allow the city to act again if needed. Alderman Janie Jarvis moved to adopt the resolution, Alderman Tawanna Tatum seconded, and the motion passed unanimously.
On 639 Live Oak Drive, Greenough said a prior cleaning resolution had been adopted in May but the owner is now deceased and the property is in foreclosure. David Ellis, who attended the hearing, told the board he is attempting to buy the property from the bank with a projected closing date of Aug. 14, 2024, and said he intends to maintain the property. Alderman Tatum moved to adopt the cleaning resolution, Alderman Guy Bowering seconded, and the board approved the motion unanimously.
The resolutions are precautionary measures that give the city authority to clean or remediate properties and recover costs if necessary; during the hearings staff noted that recent mowing reduced immediate hazards but that the resolutions preserve the city's options if conditions recur.
