Gatesville ISD trustees adopt student code of conduct, fine-arts policy and set trustee election

Presenter (S7) told trustees the student code update primarily clarifies procedures when a student returns from DAEP and recommended the board "approve and adopt the GSD student code of conduct as presented." Chair (S1) called for a motion; the motion was made, seconded and approved by voice vote.
Why it matters: The code governs disciplinary protocol across campuses and affects how and when students are returned from disciplinary alternative placements, a change trustees flagged as important for instructional continuity.
In other actions, the board approved a revised fine-arts policy that applies University Interscholastic League (UIL) "No Pass, No Play" standards to ticketed or competitive performances while exempting certain co-curricular events such as Veterans Day ceremonies. Presenter (S2) described the change as a "balance between holding students accountable and ensuring they don't miss essential curriculum events." The board moved, seconded and approved the policy.
Trustees also approved the district's daily attendance snapshot times, which set primary campus attendance at 9:10 a.m., elementary at 9:05 a.m., upper campuses (including DAEP) at 9:55 a.m., and special-program attendance windows in the afternoon for students on alternate schedules.
The board adopted an update to the district police off-duty (moonlighting) policy, clarifying acceptable off-duty work, restrictions on using district vehicles and guidance intended to avoid appearances of impropriety. Presenter (S2) said the changes aligned the district's policies with standard law-enforcement guidance.
On benefits, staff (S5) requested formal approval to increase the district's monthly contribution to employee health premiums (presented earlier as informational). The board approved the requested increase.
The trustees called the district's annual trustee election for Nov. 3 and set the filing window through Aug. 17; they also approved county election administrators for the contest. Presenter (S2) recommended appointing Justin Crothers as the early voting clerk for Coryell County and Dr. Desi Roberts as the Bell County election administrator, and the board approved those appointments.
The board took these votes after brief discussion and without roll-call tallies recorded in the transcript; motions were moved and seconded by trustees in the meeting and approved by voice vote. The meeting moved to executive session at 6:20:22 p.m.
Next steps: Staff said finalized student- and employee-handbook drafts will be presented for review at the August meeting; the board asked staff to clarify certain handbook wordings that had raised questions during discussion.
