Board accepts low bid for Canal Street sewer inspection, approves planning for prioritized wastewater upgrades

The Village of Bloomington board on Jan. 5 accepted a low bid to televise and clean the Canal Street sewer and authorized planning for prioritized upgrades to the village wastewater treatment facility.
Delta 3 representative Jordan Fure told the board three bids were received for the Canal Street sewer televising; the low, timely bid was from Kleiber Hydro Jetting and Vac LLC for $10,479. The work is intended to document pipe condition ahead of a Canal Street road project and to provide grant-writing evidence. Dennis Moris moved to accept Kleiber’s bid and Chasity Allen seconded; the board approved the motion unanimously.
Jordan also presented revised building plans for the wastewater facility and the results of an energy audit that placed the plant in the “worst quadrant” for energy efficiency. He said replacing blowers with variable-frequency-drive blowers could save roughly $4,000 a year. Jordan recommended focusing on three priority items: motor control center upgrades, a UV disinfection system to replace chlorination and blower upgrades. He estimated the three prioritized items would cost about $500,000–$750,000 and said partial grant funding may be available.
The board voted unanimously on a motion by Moris, seconded by Allen, to proceed with a facility plan concentrating on those three items rather than adding office space at this time.
Next steps include completing the televising work, using the results to refine project scope and grant applications, and moving forward with the facility plan and related grant-seeking as directed by the board.
