Board directs sewer televising, seeks bids ahead of 2031 Highway 35 resurfacing decision

The Wisconsin Department of Transportation notified Bloomington that Highway 35 through the village is scheduled for resurfacing in 2031 and asked the village by March 1, 2026 whether it wants utilities replaced at the same time.
Mark Digman of Delta 3 Engineering recommended televising the sanitary sewer to assess its condition and performing basement inspections to locate lead water service lines before making a decision. Keith Leitzinger told the board he had already discovered lead water service lines during inspections, noting EPA requirements to replace lead services create an added regulatory concern.
The board directed Leitzinger to contact Digman to arrange sewer televising and to request bids for the work before the January meeting so the village can decide how to proceed in light of the DOT timeline.
