Bloomington delays $27,000 culvert work after township declines cost split

The Village of Bloomington on Dec. 1 discussed a $27,000 bid from Wamsley Excavating to replace a small culvert that currently cannot handle runoff from the fairgrounds to Fourth Street.
Keith Leitzinger explained that heavy rains overwhelm the existing pipe and cause flooding on Fourth Street. The township initially had indicated it might split the cost but declined after seeing the quote. Board members noted the township plans to pave its gravel area, which could reduce runoff.
Rather than approve the work now, the board by consensus decided to defer the culvert project and reassess it when the Highway 35 road project takes place, reasoning that coordinated work could be more efficient. No motion or vote to contract for the culvert was recorded.
