Bloomington board approves phased sewer rate increases in 2026

The Village of Bloomington board on Dec. 1, 2025 approved a two-phase increase to sewer rates after officials warned the sewer fund is operating in a deficit.
Clerk/Treasurer Shawna Atterbury told the board that "a 43% increase would be needed just to break even in 2026." Rather than one large hike, the board voted unanimously to increase both the sewer base fee and the usage rate by 22% in the first quarter and again by 22% in the second quarter of 2026. Dawn Drew moved the measure and Al Mergen seconded; all members present voted in favor.
Board members discussed whether to raise usage charges, the base fee or both; Clerk Atterbury said most municipalities the village consulted raise both simultaneously. The board chose the phased approach to lessen immediate impact on residents while addressing the fund shortfall.
The motion passed unanimously. The village did not specify the number of customers or the projected dollar value of revenue the increases are expected to generate; implementation and billing dates were described as the first and second quarters of 2026. The board did not record individual dissenting votes.
