Council approves Beekeeper Lane waiver, temporary easement and Ski Lane acceptance; buys used road roller

The Malabar Town Council approved a set of road-related actions on Jan. 5, including a private-road improvement waiver for Beekeeper Lane, a temporary easement tied to that waiver, acceptance of a northerly extension of Ski Lane, and purchase of a used road roller.
Applicant Vicki Colson told council she had worked with staff to prepare the improvement agreement and was ready to sign if the waiver was approved. Clerk Richard Kohler explained the agreement was revised to reflect Section 13-47's requirement that applicants reimburse a pro rata share of future extension construction costs rather than the entire cost. Council voted to approve the waiver (motion carried, all ayes).
Council then approved Resolution 01-2026 to accept a temporary easement at the eastern terminus of Beekeeper Lane; the easement is written to sunset when the eastern extension of the road is completed. The council also approved Resolution 02-2026 accepting a northerly extension of Ski Lane of approximately 280 feet after staff confirmed the roadway passed the 2010 inspections and a recent compaction test.
On procurement, Town Manager Lisa Morrell presented quotes for a used roller; council authorized purchase of a 2019 Hamm H5i from Herc Rentals for $45,298, noting the unit has about 888 hours and that the overage relative to budget would be covered from remaining dump-truck funds.
All road-related motions and both resolutions passed without recorded dissent. Council took no action to change town road standards; the Beekeeper Lane waiver and temporary easement memorialize applicant responsibilities for pro rata costs and provide the town temporary access for the proposed T-turn.
